Consider an oil tanker of 180m LOA, built in 2020, which is loading from the ballast condition to the fully loaded condition, in an area of still water and moored to a quay. The vessel then undertakes a transatlantic voyage from Stockholm to Jacksonville (USA), in the Winter North Atlantic (WNA) area during which time it first passes through a regular sea pattern with significant wave height of 1.2m and wavelength of 20m.
The vessel then encounters heavy weather mid voyage, with a confused sea state and wave heights of up to 5.0m.
Upon arrival at the destination port the vessel again enters still water and fully discharges, this time using an SBM, and returning to the ballast condition.

Upon arrival in Jacksonville the Classification Society arrive on board to confirm that the arrangement and design of the double bottom tanks within the cargo length comply with statutory requirements. This follows a concern being raised by Port State Control who believe that some dimensions do not meet with the relevant regulations. Explain which regulations are applicable and the requirements of this / these.
